MWE completes WASH and classroom facilities in Oyam
MWE hands over school WASH and classroom facilities in Oyam District, with new classrooms, sanitation facilities and renovations across three schools.
The News: The Ministry of Water and Environment, through WSDF-North, handed over completed water, sanitation and hygiene (WASH) and school infrastructure facilities to three schools in Oyam District on 7 October 2026. At Loro Primary School, the works included new classroom blocks, staff housing and separate latrine facilities for girls, boys and staff, alongside renovations to existing classrooms, staff housing and latrines. Loro Secondary School received new classrooms, latrines and renovations, while Odike Primary School received new classrooms, staff and pupil latrines, and staff housing renovations. The intervention falls under EU-supported school WASH infrastructure programming, with KfW financing through the EU Programme Gender for Development Uganda (G4DU).

Implications: The project illustrates how education infrastructure contracts combine building construction with essential sanitation facilities, requiring coordination across multiple work packages and attention to the needs of different users. Separate facilities for girls, boys and staff are particularly relevant to safe and inclusive school environments. For contractors and supervising consultants, the handover also marks a transition from construction to the defects liability period. The facilities have been handed over following training in operation and maintenance, while identified construction defects are to be rectified during the 365-day period. This makes inspection, timely defect reporting and clear responsibility for corrective works important to protecting the investment.
Key Takeaway: Practical completion and handover are not the end of project delivery. School administrations should understand how to operate and maintain their new facilities, while project owners and supervising teams should document defects, track their rectification and ensure that contractual obligations are met throughout the defects liability period. The value of the investment will ultimately depend not only on the buildings delivered, but also on whether they remain functional, safe and properly maintained.
