The current dispute is not simply about whether construction is progressing; it concerns how the project is governed, monitored and brought to completion.

Sustainability needs to be measurable. Developers should move away from general claims that a project is “eco-friendly” or “green” and identify specific targets. How much energy will the building use? How much water will it save? What proportion of waste will be diverted from landfill? What materials are being used and what are their environmental implications?

The findings point to several interconnected weaknesses in local road delivery. The issue is not simply whether money was allocated or contracts awarded, but whether the combination of contractor performance, supervision, equipment, materials and local-government capacity is producing roads that meet the required standard.

The significance for Africa is not simply the number of data centres being constructed. These facilities create demand for the wider infrastructure systems that support them, particularly reliable electricity, transmission capacity, fibre networks, cooling and industrial services.

It is one thing for the Prime Minister to decree that waste should be sorted at source. It is another to build a system that makes sorting worthwhile for the household, workable for the collector, economically viable for the recycler and meaningful for the environment.

Also, in order to maintain construction quality standards, should engineers weigh cement bags again on site? The latest seizure therefore raises a practical quality-control question for contractors and supervising engineers: cement quantities might need to be verified at the point of use.

What precisely constitutes a building that has “outlived its usefulness”? Who makes that determination, and on what technical evidence? What notice must an owner receive? What opportunity exists to remedy the problem or challenge the decision?

For Uganda, the more interesting story is what sits behind the motorcycles. Battery swapping turns electric mobility into a distributed infrastructure network requiring land, electricity, grid connections, stations, maintenance and reliable battery logistics.

Governance weaknesses at this stage therefore have implications well beyond the company itself, for Kilembe, for future mineral investments and for the credibility of Uganda’s state participation in mining.
