Lubowa Hospital faces renewed scrutiny as Parliament orders audit
Parliament has ordered an audit of the Lubowa Hospital project amid questions over funding, design changes, completion timelines and oversight.
Parliament has directed the Auditor General to audit the International Specialised Hospital of Uganda project in Lubowa, following renewed concerns over delays, funding and Parliament's inability to access the construction site. The matter was raised in the House on 30 September, with the Speaker emphasising Parliament's oversight role. The Leader of the Opposition said government had committed about Shs1.5 trillion to the project and called for an audit, citing changes to the hospital design and repeated changes to completion timelines.

The latest development is part of a longer-running story that CFUg has already followed. The current dispute is not simply about whether construction is progressing; it concerns how the project is governed, monitored and brought to completion. Parliament has questioned why legislators have been unable to inspect the works, while the project has gone through changes and successive completion expectations. Government representatives have continued to provide updates on progress and implementation.
The audit now creates the possibility of a more detailed examination of the project's funding, design changes, implementation progress and oversight arrangements. For the construction sector, that makes Lubowa worth watching as an evolving case study in the governance of a major public infrastructure project. The next useful milestone will be what the audit establishes and what access to the site reveals about the project's current physical and implementation status.
