Uganda’s infrastructure ambitions continue to expand alongside growing fiscal pressures, placing renewed focus on Public–Private Partnerships (PPPs) as a complementary delivery model. Over the past decade, government has established the legal and institutional foundations for PPP implementation, positioning private participation as part of the broader infrastructure financing toolkit. Yet, as the framework matures, attention is increasingly shifting from policy architecture to the practical realities of project preparation, market response, and long-term contract management.

This PPP Watch: Uganda series provides a measured, practitioner-informed look at the country’s evolving PPP landscape. Across the coming editions, Construction Foresight Ug. will examine what is working, where projects tend to stall, and what structural adjustments may strengthen pipeline delivery going forward. The aim is not advocacy, but clarity, offering infrastructure stakeholders a grounded view of how PPPs are actually taking shape within Uganda’s development context.
